Baffled by sentence in intro

"The administrative status of this populated place was changed – from the local community has grown a municipality in the County of Kotor Varoš[1] – in order to ensure in the 1954th back to the level of local community." I admit to knowing very little about Bosnia and Herzegovina, but this sentence is baffling. What was changed about the status? Why is that important?
