Despite the low turnout? Wasn't the Civic Council dissolved in part because the vote in favour of keeping it was cast by less than one percent of the electorate as a whole and the Government's program was in favour of its abolition? Maybe the English wording is confusing. If that were presenteed to me as a proposition with that wording, I would say that "For" would be for remaining different than the rest of Malta, with a separate council, and "against" as being against remaining different. Obviously, a better English wording would have beeen, "Are you in favor of the eliminnation of the Gozo Civic Council and its ability to impose taxes on the residents of Gozo to be used soley for the bebfit of the residents of Gozo?"75.216.55.150 (talk) 22:19, 25 June 2011 (UTC)Reply
