Just because one CNN journalist calls it a terrorist incident doesn't make it universal. All other news articles simply refer to it as an attack, not a terrorist attack and simply refer to the attackers as "militants" and "rebels" [1] [2][3][4]
For it to be considered a terrorist attack it should be proven that it was aimed at civillians. The attack was aimed at government officials and military commanders (the kadyrovs worked there). - PietervHuis (talk) 13:58, 1 February 2008 (UTC)

No it's not, with the attack on the pentagon they hijacked an airplane full of civillians and crashed it.
