SATELLITE IMAGERY. UPPER LEVEL ANALYSIS INDICATES AN ENVIRONMENT OF
LOW VERTICAL WIND SHEAR WITH DIFFLUENT FLOW, BUT A LACK OF RADIAL
OUTFLOW, ALOFT. MAXIMUM SUSTAINED WINDS ARE ESTIMATED AT 15 TO 20
