Provincial Assembly votes
editI'm not too clear how these work. In the three provinces with more than 65 votes does it work that:
- Each member gets a fractional vote? (In which case shouldn't the totals have fractions?)
- The vote by assembly members is taken on a 1 member 1 vote basis, then the result is fractionally weighted?
- The vote is on a 1M1V basis but the 65 electoral college votes are distributed whole on the basis of the result? (And what's the distribution mechanism?)
- Some other way?
