The sourced article that justified the article title change only specifies that the President's term was extended until 2015. It has no mention of the parliament elections being delayed- as far as those are concerned, they are still tabled for September 21st, 2013. As such I'm changing the title back to 2013.
The % for the lists are off. The Rudaw site has the following % for the top winning lists: KDP 37.79%, Change 24.21%, PUK 17.8%, Kurdistan Islamic Union 9.49%, Kurdistan Islamic Group 6.01%.
