F3 merger

- @TheriusRooney — read this article, for instance:
- Formula 3 is now looking almost certain to replace the GP3 Series as the bottom rung on the Formula 1 support bill from 2019.
- Autosport understands that the FIA is pressing ahead with plans for a new generation of single-spec F3 car for what will be known as International F3, and which will effectively merge the existing GP3 Series and F3 European Championship.
- Notice the parts I have put in bold—"almost certain" and "Autosport understands". The article makes it quite clear that nothing is official yet. See also these quotes from Charlie Whiting:
- "That's exactly what we're aiming for," said Whiting. "We have the F1/F2 parts of the ladder, and the hope is we can achieve that with F3 in 2019."
