On initial inspection, there are no glaring issues. The article seems a decent length and like it covers the relevant points.
  1. It is reasonably well written.
    a. (prose, spelling, and grammar):  
    No issues here. I added a couple of superficial subjective commas but it's all fine.
    b. (MoS for lead, layout, word choice, fiction, and lists):  
    No issues, MoS followed without any major issues.
  2. It is factually accurate and verifiable.
    a. (reference section):  
    No issues.
    b. (citations to reliable sources):  
    Citations are all from established local news outlets or the local council.
    c. (OR):  
    No original research as far as I can see.
    d. (copyvio and plagiarism):  
    I can't find any copyvio or plagiarism.
  3. It is broad in its coverage.
    a. (major aspects):  
    The context around the election is broad but not overly so.
    b. (focused):  
    Per-ward election results are set out in a very easy-to-read way.
  4. It follows the neutral point of view policy.
    Fair representation without bias:  
    This serves as an accurate account of events.
  5. It is stable.
    No edit wars, etc.:  
    One of the most stable edit histories I've ever seen - all edits are constructive and there are no edit wars.
  6. It is illustrated by images and other media, where possible and appropriate.
    a. (images are tagged and non-free content have non-free use rationales):  
    No images.
    b. (appropriate use with suitable captions):
