There was no mention of seats won by each party in the referenced source. As there are 25 seats, there will be a 4% threshold if the pattern from all other Dutch elections is followed: the threshold is the number of votes that equates to exactly 1.0 seats. That is not a rule for all other Dutch elections. In provincial and municipal elections, for example, parties may win a seat despite not passing a full quota. That being said, I don't know how seat distribution works in electoral college elections (the Kiesraad page seems to make no mention of it), so perhaps it is best to leave the seat count out until we have official confirmation. I stand corrected. If parties with less than 4% are indeed eligible for residual seats, then CDA and SP probably would win a seat each.
I had a read-through of the Kieswet (Electoral Act) and the Wet kiescollege niet-ingezetenen (Non-residents Electoral College Act). The Electoral Act specifically says only in the Tweede Kamer elections there is a requirement to win votes equivalent to 1.0 seats. I can see nothing amending that, so the rules that apply to provincial and municipal elections presumably apply to the electoral college. AV85647 (talk) 03:04, 20 March 2023 (UTC)Reply
