Looking for info on a different "221B Baker Street" game that was out in the mid-80s. It was neither a board game nor an RPG, but more like a puzzle. Players were given a stack of materials - newspapers, address guides, maps, and so on - with which to pursue and solve the cases. Does anyone have any info on this?

Perhaps "Sherlock Holmes: Consulting Detective" (not the one with a Wikipedia article)? It included a map, a clue book (which is the only part of the game that I can find right now; it quotes "It is, of course, a trifle, but there is nothing so important as trifles."), and various newspaper booklets. I could never figure out how to work it, but it sounds like what you're looking for. It's by "Sleuth Publications," in San Francisco, and the copyright's 1983...
