I suspect this is an error. I cannot access the linked source (the website seems broken, it gives an "you are not allowed to access this resource"), and neither can I find any "Pajhwok University" anywhere on Earth. On the other side, Pajhwok is an Afghan news service, and the name does appear in all of their articles. It would be good if we could have any verification or additional sources here.
