The article is not about Abdul Qayyum, the famous Taliban terrorist (http://www.philly.com/philly/wires/ap/news/nation_world/86314607.html).
(The article is about a relatively obscure Pakistani military officer - who happens to also be named Abdul Qayyum.)
The article should be disambiguated ASAP and a new article created for Abdul Qayyum.
