Item 6: The phrase "based on data services" is too general to mean anything. Does "based on" mean "using"? What is this basis -- some protocol? data schema? department in the organisation? ... - Answer: This is the original text from the legal act, and it is meant to be general enough to include protocol (X-road), data schema (by the service provider or some specific standard), etc.
Item 7: "changed" is too vague. Does it mean data updates, design modifications, ... - Answer: see above. "Change" means updates to technical system, design modifications, change of data collected etc.
