IMHO, the second part of the sentence is not quite accurate : "the certifiés should teach in junior highschools", seems to imply not highschools. As a matter of fact, certifiés are recruited through CAPES, in which ES stands for secondary education, which includes both collèges and lycées. Allowing for considerable variation from school to school and from subject to subject inside schools, certifiés account for the majority of lycée teachers on the national scale.
