New article "Civitas Maxima" created from prior content here.
editThe "Civitas Maxima" section this article has mostly been moved to a new article of its own -- Civitas Maxima (and very slightly edited). Creation of the new article "Civitas Maxima" is appropriate because most of the content was not, presumably, about Werner, but about his organization Civitas Maxima (assuming the "organization" consists of more people than just Werner), and its activities and targets.
The subject "Civitas Maxima" meets WP:Notability criteria because of its direct involvement in numerous high-profile cases about crimes against humanity, as noted in many major media reports over the life of the organization (for examples, see the references cited in the new article). ~ Penlite (talk) 15:32, 26 November 2022 (UTC)
