I think the definition is mostly incorrect.
"who also functions as President(e) of a higher administrative level" is a mistake. The "president" is about him/her attributions about the council. alcalde-presidente is the same thing as Mayor.
The word "Alcalde" comes from the Arabic term "Alkadi" which means "magistrate" (the mayors exercised judicial functions). From the Cortes of Cadiz of 19 March 1812, judicial administrative functions are separated and the mayor (Alcalde) is the President of the town hall.
