The street indeed passes besides the square around the municipal council building, but the main street is the one this one ends in (it's perpendicular to it). It's in fact a scene of the weekly market held every Saturday in this street, of the non-main adjacent street and part of the street that crosses both that adjacent street and the main street, drawing the booths an open square closed by the main street.
