This article is not ready for GAN, with multiple paragraphs, indeed whole sections, uncited, and various citation needed and other tags dotted about. If I had more confidence that the nominator would be in a position to respond to comments I'd make a full review, but since he has never edited the article, nor consulted with editors who have, and has a very sparse editing record, it looks unlikely. I'll be very happy to be proven wrong on this, and will gladly take up the reins if the missing citations are fixed. For now, this is a clear quick-fail.
