The article page this is part of is called as a macro by transclusion for the pages Area code 281, Area code 713 and Area code 832. This is done to allow those pages to have a link of [[Category:Area codes in the United States|281]] etc. This can't be done with a redirect page (or at least, I don't think so). Otherwise, what happens is in the "Area codes in the United States" category, you'd get a link for 281, 713 and 832 instead of one link for each area code.
