As per WP:PROF, Fukuda should be considered deserving on an article for the following reasons:

  • His Sovereignty and the Sword is widely cited.
  • He had an international conference devoted to his memory in 2004.
  • His name appeared in Deaths in 2003 soon after he died, and was not subsequently removed as superfluous.
