I made the draft for this page. I just realized that there are other people with the same name who have wikipedia articles (namely, a soccer player).
So, the title of this article should probably be changed to "Atsushi Yamaguchi (Japanese Jurist)" to differentiate it between other people with the same name. I think that the page "Atsushi Yamaguchi" should be a redirect to a disambiguation page. The article on the soccer player should be changed to "Atsushi Yamaguchi (Japanese footballer)".
