This page relies predominantly on this article which is non-free use. I am concerned that it may not satisfy WP:RS, does anyone have access to it? I also note that this purported event "may be related to the Diên Niên - Phước Bình massacre" which I have nominated for deletion, see Wikipedia:Articles for deletion/Diên Niên – Phước Bình massacre. I assert that this article to be deleted. I could see that this article on online in this URL http://criticalasianstudies.org/issues/vol33/no4/americas-korea-koreas-vietnam.html, but it seems like this does not show a full article. According to this website, Charles K. Armstrong asserted based on "testimonies in the South Korean media by Korean veterans of the Vietnam War revealed for the first time detailed,", and it seems like the media is http://legacy.h21.hani.co.kr/h21/vietnam/eng-jujoo.html this page, which has never been crosschecked.
