A PIPE OR NOZZLE IS USED TO BLOCK THE OPEN RIM OR EDGE OF THE BALLOON WHILE IT IS FILLED WITH LIQUID OR GAS. AS THE BALLOON GETS BIGGER, THE OPERATOR OF THE BALLOON BEING FILLED CAN EITHER FULL THE BALLOON TO EXPLODE OR FULL THE BALLOON TO A REASONABLE CAPACITY SO THAT THE BALLOON WILL NOT EXPLODE. AFTER THE BALLOON IS FILLED, IF THE OPEN EDGE OR RIM OF THE BALLOON IS RELEASED OR THE BALLOON IS DROPPED, THE BALLOON WILL EMPTY ALL OF ITS CONTENTS.
