Why so many {{fact}} tags?

Suggestions
editSome of the paragraphs were unclear because they seemed to lack background information, specifically the paragraph about the letters that were mailed out. Possibly divide into smaller sections, right now it seems a little essay like. Otherwise it is a good article. Kac22 (talk) 20:38, 16 March 2011 (UTC)

Democratic backsliding
editI notice that this article was recently added to Category:Democratic backsliding in the United States. I don't see a discussion anywhere about what has to be true of the subject of an article for the article to belong in that category. If the article itself doesn't quote any WP:RS saying that the subject of the article was an example of democratic backsliding, then it seems like WP:OR to put an article in that category.
