One of the definitions of "actual" is Being, existing, or acting at the present moment; current (http://www.thefreedictionary.com/actual), In action at the time being; now existing. A lot of wrong information
edit1- Artigas didn't left Montevideo because of that, and Elio never was recognized by Buenos Aires as the ruler of the eastern band of Paraná. He left Montevideo to make bussines with Ramirez, the chief of Entre Rios, about adopting a Federal system of goverment, the opposite of what Buenos Aires wanted. 2- The thirty-three orientals didn't fight just because they think about it, as the article makes believe, they were sended by order of a few important people (one of those were J.M Rosas) to recover the lost province of Argentina or Provincias Unidas del rio de la plata, Buenos Aires didn't want to do it, but they went anyway, once they won an important Batle in Sarandí, Buenos Aires sended an army, in 1825 the bosses of the 33 and Rivera, the one who support them before Buenos Aires, declared the province independence of Brazil and other nation, then they declared the desire to join to the Argentina, as was before brasilian invasion, and then they declare the low of flag, that say that the flag who the provincie will use is the 33 oriental flag unitl Buenos Aires accept them into their territory, after that, the Argentinan flag was used (from 1825 to 1828). They won all battles, but the diplomacy was weak, Ingland wanted the free pass for the river of la plata, and Brazil to, so they agreed on left the Province Oriental as an independent nation. And thats all. The article explain wrong the facts, and you think that Uruguay always wanted to be and independent state, wich is not what happens.
