But Bath and North East Somerset is not a district of Somerset (administrative county), it is an independent unitary authority in parallel to the administrative county of Somerset (as is North Somerset). That's why those two authorities are sub-categories, but not listed as districts in Somerset local government - this is also explained in the intro to the category. This problem is symptomatic of a lack of clarity in Wikipedia about when it is using Somerset and a ceremonial or administrative county I'm afraid. It would be a major project to clarify somehow. - I think it makes sense to have each of the districts or unitary authorities listed in the main category Local Government in Somerset. That way you can directly access each of the top level articles if you wish, but drill down through the sub-categories as well. It is more convenient to the user and there is nothing lost by doing it. As for non-metropolitan vs. ceremonial - there are many other Somerset categories in which BANES and North Somerset are included - listed buildings being an example. All a reader has to do is click through to either article to discover that they are unitary authorities and are not part of the non-metropolitan county. --TimTay (talk) 09:10, 20 September 2008 (UTC)

I know other Somerset categories go for the ceremonial area, but Local Government is at the crux of the matter (as are Schools as users can become confused which local authority is in charge of them). - I'm not sure what I can add to this debate, apart from agreeing that it is a difficult issue - which I've discussed several times at WP:UKGEO (the place I would go for advice on this). I think the Somerset article about the ceremonial county sets the tone, but agree articles and categories about local government should probably use the current administrative boundaries. I would suggest rewording the intro to the category Local Government in Somerset replacing the word "district" with "Non-metropolitan district" which I believe is the correct term for the 5. I would leave BANES & NS as subcat but remove them from the "pages in" the category as they are already linked from the lede for people to click on.
