I added the tags regarding wikifying, citing sources, and NPOV. There is a good deal of interesting information in this article, but right now it seems to be a collection of anecdotes and information copied from somewhere else. Regarding NPOV, there seems to be a lot of normative statements about these system being "good" or "bad" instead of "effective" or "ineffective" and describing why (obviously within the reasonable bounds that military classification allows).
