Hi, sorry for the slow answer, but I was away for a few days and the Internet in the hotel was excruciatingly slow. Yes, this is notable. It is (or was) included in Scopus and that meets NJournals. The article can easily be fleshed out more following the instructions in WP:JWG (even though I agree that may be a while before someone does that as the SPA who created this stub is long gone).
