Yes. The referendum is not conducted by UN or other official bodies but self-determination process. Not unanimous indeed but unilateral. That's why it's called SELF-referendum. I agree, there doesn't seem to be any significant impact of this referendum and the numbers seems completely fabricated — this could be a section on Ekpa's page but the questionable truth and low level of reporting calls the notability into doubt. Because the inline Citation is National security journal and it would be redundant to write "Ekpa says" and it's somewhat absurd. Why would you want it written "Ekpa says" since the inline Citation says "Biafra Republic Government in Exile held a referendum..."? Must Ekpa be on the Lead?
