editAs noted in the article, the term Black Chamber is a more general one than its use in this article. The term comes from European practice regarding diplomatic (and other) correspondence in the capitals of the major European powers. The Austrian Black Chamber was reputed to be especially efficient: steaming open, transcribing and resealing letters so fast that only one postal delivery was missed, and sometimes not even that.
This title should be reserved for the main topic, not for the later American example. This article should be entitled American Black Chamber. ww 23:15, 24 May 2006 (UTC)
