Origin of the Term "Block Party"

Does the word "Block" in "Block Party" originate from "block" the street to have a party or from the whole city "block" is having a party?

Block Parties are a great way to make new friends and get close to your neighbors. It is kind of like a team building event because there is a lot of work that goes into a block party and everyone helps to hopefully make it a wonderful day.
