The pressure is the systemic blood pressure-- normally 120/80 mmHg. Why? The measurement is done with the arm at heart level with the person sitting after the person has been resting for a while. The pressure drop from aorta to brachial artery is relatively small (or may even be negative-- due to cross-sectional area increase -- see: Bernoulli's law). Ideally both arms should be done-- to compare. To save time, often, only one arm is done. Pressure varies with height (see: Bernoulli's law) -- leg pressures (in a healthy person) will be higher.
