Yes it does sound like that, given the decidedly non-editorial tone ("strong background in...", "extensive experience in..." and so on, without mentioning where the supposed experience has been accrued). As a short-term expedient I'm going to edit the article to remove this. I'd also suggest the article doesn't meet the "notability" requirement for Wikipedia, since this fellow has never achieved or produced anything notable in association with his space projects, other than confident-sounding press announcements. I'll leave the article in place for now.
On second thought... I just removed the ridiculous non-verifiable stuff from the article, and now we're left with practically nothing. This certainly does not meet any concept of a notability guideline, since the single remaining sentence could be merged with the article for the Da Vinci Project (which itself has enough problems)
