Article needs re-writing

Article is comprised largely of incomplete sentences and is rather confusing. It will take some time to re-write in a more complete sense. Some technical information in the article can be difficult to parce. Some major revisions may be necessary; I'll try to make some revisions myself but am interested to see others make sure I'm sticking to the true meaning of the article.
