Overhauling Article

I am in the process of overhauling this article to make it more concise and readable, and less repetitive and disorganized. Also working to add references where possible and remove outdated information and information without references - every effort is being made to retain info I can find reliable references for. Will likely remove divisions and vehicle information. I'm unable to find any reliable references for this (this is more internal company information, less something someone outside the company would know) and even if I could, I don't believe it would be realistically possible to keep this up to date. Salvageable information will be consolidated into the Operations section. References for the presence of 911 contracts can be found so that list will be kept.
