Several historians of the Council have claimed that the Preparatory Commission's agenda was changed at one point after it was immediately created. Although it's unclear how exactly this happened, many have said that liberal Churchmen sought to bring about a more ecumenical and inter-religious agenda than the doctrinal conservatism than originally characterized the commission.
