You mean 'sought to prevent' or 'intended to prevent'.
As the article points out, this American policy had very little practical effect.
The US wasn't in 1901, in a position to 'prevent' the European Great Powers from doing anything. US power was 'soft' at that stage regarding major European rivals.
Back then, decades of introspection had led Americans to greatly over-estimate the power of the USA in world affairs. I agree that Russia's position as regards China from their expansion in Siberia until 1917 is absolutely one and the same with "core" Western Europe. They should be mentioned as such, and really should be mentioned at least as much as Britain, I'll have to see what I can do. Remsense 14:43, 3 April 2024 (UTC)Reply
