I think I found our answer: Pedro Sanchez says that it was 12 of the 19 villages who voted not to recognize them. This sidesteps the whole issue of Chamorros vs. Guamanians and gives a much more specific picture of the issue. かんぱい! Scapler (talk) 03:33, 8 November 2011 (UTC)Reply
