Lord Charles Bowen, Baron Bowen was justifiably noted for his many erudite rulings in the British Law Courts. Perhaps his most incisive and verbally economic observation from a legal and socialogical perspective is as follows:

That says it all really. A fine brain must have lived beneath that wig.

I don't mind so much the inaccuracies in the quote, but the lack of attribution is pretty poor.
