We have resubmitted this page and hopefully it is now in a more acceptable format than previously which led to its deletion. I know of Charles Fraser and am a supporter of his work as High Sheriff of West Sussex, in Polo, charity, and education in West Sussex and throughout the UK, and believe him to be notable because of it. The reference 'we' above is because I have sought reference material for the article direct from Mr Fraser's PA. Thanks, the problem was that you appeared to have crashed onto Wikipedia with scant regard for the policies and guidelines. Whenever you participate in any kind of collective project it best to learn and respect the rules of the existing members. You can quickly get up to speed with Wikipedia by reading the Wikipedia:Five pillars and the WP:Manual of style. The various coding techniques you can quickly pick up by observing the edit code used for various effects by other editors in the articles. Having said this, the article is now much improved, thanks. Although there is a potential WP:Conflict of interest issue, I'm perfectly happy with the article content. There is no question of the subjects notability - I'm surprised that the article was initially deleted under the WP:Speedy deletion criteria.
