When was the Charter enacted?

When did it come into force? [1] says "Wet van 28 October 1954" ("Law of 28 October 1954"), but it was not signed (and I believe made a real law) by the queen until 15 December 1954 (see Koninkrijksdag). And if it was not in force before 15 December 1954, did it immediately come into force on that date, or did that happen on a later date (as I believe is also possible)?  thayts t  11:49, 30 July 2013 (UTC)

For now I've assumed that it came into force upon signing by the Queen, so on 15 December 1954.  thayts t  10:58, 21 August 2013 (UTC)
