The article currently reads: "In 2019, communities across Chester County were at risk of flash flooding when the region received roughly a month's worth of rain within less than two months." From where I stand, getting one month's worth of rain in two months isn't a flood: it's more like a drought. I tried to see what the cited source said, and was unable to find that comparison in it.
