For this reasons, which of these is considered part of C-3?

here[1], here[2] and here [3] that the actual C-3 segment is the Buendia Avenue, which is so far wider than arnaiz.
The Pasay Government planned to built flyovers over C-3 and C-4 on Roxas Boulevard. It is known that only Buendia and EDSA have flyovers over them built on the Boulevard. The Skyway starts in Buendia and SLEX junction. There must be a reason for that.
Number of Stoplights:
Unlike in Arnaiz, Buendia have no stoplights in F.B. Harrison, Taft Avenue (R-2) and Roxas Boulevard (R-1).
