Completed a major copy-edit. Reorganized some of the material. Rephrased much of it, which is good because it looks like wide parts of the previous article were copied and pasted from the external links. Deleted a dead external link that duplicated another external link anyway. Added new information from additional sources. I've worked for an IXC and for a CLEC, granddad was a lineman for New England Telephone for decades, and grandma worked at a cordboard... so making this topic understandable to the lay encyclopedia reader is important to me!
