Standard headings and structure

I've just changed the headings and structure of this article to be in line with the template that has been proposed here for all articles of the nature "Climate change in Country X": https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Climate_change/Style_guide (see also discussion on that page's talk page).
