The second paragraph includes “..It established the Mines Qualification Board to ensure … were suitably qualified, and to issue certificates of competence….”
I am not sure that “established is the correct word to use here. Please see Sections 23 to 26 and Schedule 1 Coal Mines Regulation Act 1887 - on Wikipedia. The Section introduced a board for this specific purpose albeit without giving it a title. The Board was to set exams and report the names of successful candidates to the Secretary of State.
