editThe Quebec government's Web site[1] states that "contrairement aux usages suivis par les autres membres de la fédération canadienne, le Québec se dota d'armoiries sans avoir recours aux autorités britanniques." (Contrary to the practice followed by the other members of the Canadian federation, Québec granted itself arms without recourse to the British authorities.)
Québec's arms were not granted by Queen Victoria.
