I fear the book you quote is wrong, there is an article of the Belgian historian Maxime Steinberg (1936-2010), who can be considered as trustworthy, where he wrote that the Confédération syndicale belge was founded in Liège indeed, but in 1908: Les contacts entre syndicalistes révolutionnaires et indépendants aboutirent, à partir d'un bureau provisoire, au congrès constitutif de la « Confédération Syndicale Belge », le 19 avril 1908, à Liège. Une cinquantaine de délégués y représentaient une dizaine de milliers de syndiqués répartis à Anvers, Courtrai, Bruxelles, Verviers, le Centre et Liège.
