This is a quickfail. The article needs more citations. Vast portions, including an entire section (Comparison with other federations), lack citations; this might be easier visualized with a script like User:Phlsph7/HighlightUnreferencedPassages. Additional sources would help a lot here. Aim to have every paragraph end in an inline citation.
Your prose is pretty good, but the citation volume needs to be increased.

Some suggestions:
- Split footnotes from references by using {{efn}} for the former and adding a Notes section with {{notelist}}.
- Encouragement: Use consistent citation templates like {{Cite book}}. Not all citations are using such templates.
