I would love a shorter title. The drawback is that, as it stands now, the article is about the construction of the approaches -- not about the approaches themselves. If the title were changed to the one you proposed, PRRfan, there would have to be a radical expansion to include the history of those approaches after they were built. My sense is that this history is pretty extensive, given the radical (and ongoing) changes in the highway system south of ANC since the 1940s. But be bold.
